HOW LWV ADOPTS POSITIONS

The League of Women Voters takes action on an issue or advocates for a cause when there is an existing League position that supports the issue or speaks to the cause. Positions result from a process of study. Any given study, whether it be National, State, or Local, is thorough in its pursuit of facts and details. As the study progresses, a continuing discussion of pros and cons of each situation occurs. Prior to the results of the study being presented to the general membership, study committee members fashion consensus questions that are then addressed by the membership.

Additional discussion, pro and con, takes place as members (not part of the study committee) learn the scope of the study. After the members reach consensus, the board forms positions based on that consensus. Our current LWVNC positions can be found "here".

It is the consensus statement -- the statement resulting from the consensus questions -- that becomes a position. Firm action or advocacy can then be taken on the particular issue addressed by the position. Without a position, action/advocacy cannot be taken.

  • Education The League supports federal policies that provide an equitable, quality public education for all children pre-K through grade 12.

  • Election and Campaign Finance Reform Campaign finance regulation should enhance political equality for all citizens, ensure transparency, protect representative democracy from distortion by big money, and combat corruption and undue influence in government. The League believes that campaign spending must be restricted but not banned. The League supports public financing, full disclosure, abolishing SuperPACs and creating an effective enforcement agency.

    The League supports non partisan redistricting processes and enforceable standards that promote fair and effective representation at all levels of government with maximum opportunity for public participation.

  • Global Climate Change The changing climate is threatening human health and causing environmental damages.

    Global climate change is one of the most serious threats facing our nation and our planet today. Increasingly severe consequences are projected for more people and more regions of the world unless we act now -- as individuals, as communities, and as a nation. For its part, the League is calling for prompt action to cut this country's carbon emissions, freeze construction of new coal-fired power plants, invest in a new clean energy economy, and help the world's poorest countries tackle the challenges of climate change.

    State and local Leagues, and individual League members, have a critical role to play in helping to limit future climate change and protect the planet.

  • Gun Control Protect the health and safety of citizens through limiting the accessibility and regulating the ownership of handguns and semi-automatic weapons. Support regulation of fire arms for consumer safety.

  • Health Care Reform Quality, affordable health care should be available to all U.S. residents. Other U.S. health care policy goals should include the equitable distribution of services, efficient and economical delivery of care, advancement of medical research and technology, and a reasonable total national expenditure level for health care. Furthermore, the League believes that all Americans should have access to a basic level of care that includes the prevention of disease, health promotion and education, primary care (including prenatal and reproductive health), acute care, long-term care and mental health care.

  • Immigration Reform
    The League of Women Voters believes that immigration policies should promote reunification of immediate families; meet the economic, business and employment needs of the United States; and be responsive to those facing political persecution or humanitarian crises. Provision should also be made for qualified persons to enter the United States on student visas. All persons should receive fair treatment under the law.

  • Natural Resources/Environmental Policy The League promotes an environment beneficial to life through the protection and wise management of natural resources in the public interest by recognizing the interrelationships of air quality, energy, land use, waste management, and water resources. Promote high water quality standards through monitoring, watershed protection regulation, basin-wide water re- source planning, coastal water resource protection, and equitable financing.

  • Redistricting The League supports legislative efforts to make the redistricting process more equitable by establishing an independent agency responsible for periodic reapportionment and redistricting. The 2008 legislative session will not take up this issue.

  • Tax Reform The federal tax system, taken as a whole, should be progressive, not proportional. Federal fiscal policy, according to the League, should provide for adequate and flexible funding of federal government programs through an equitable tax system that is progressive overall and that relies primarily on a broad-based income tax; responsible deficit policies; and a federal role in providing mandatory, universal, old-age, survivors, disability and health insurance.
